Not sarcastic at all, it looks to me like it's possible that IOT based transmitters are showing a significant structural defect in actual field testing. Pure conjecture would be that to get distortion levels down to a manageable level the power of the IOTs had to be turned down from the maximum advertised levels and the users are finding they paid premium prices for performance that is not living up to expectations.

If the Comark transmitters were operating as expected and advertised, Fox would not be coming to call.

A note of caution however, a diacrode transmitter has not been through the same on the air test yet, but it seems to be a more robust design.
