Access fees will be applied to phone to phone IP Telephony-
The only option is to eliminate the fee and allow the RBOCs and LECs to raise monthly phone rates. That is a political third rail. Otherwise, it is a taking of property (which was granted to the LECs via the MFJ and FCC policy after the big breakup). Biggest problem will be enforcement. Anyone who connects to the local switch by means other than a feature group D connection and does a lot of ordinary IP data will probably get away with it based on size. The high visibility companies will surely get hit. (i.e. ITXC et all)
