I guess what I meant to say, how long of a "grace/amnesty" period will be given to the dumpers after the well is up and running before the anti-dumping law is enforced?

Even with a fully operational and upgraded well, most of the waste can't be processed anyways. (50,000 bbl/day are produced and approval of Envirotec is 7,500/14,400 with additional upgrade. Won't the dumpers' excuse be that they tried to get their class V waste dumped but they told me their capacity has been exceeded for the day/week/month?

In that supply/demand environment, will authorities legitimately be able to enforce those laws in the near term?
Or will they selectively enforce those laws against certain other miscreants?

Sometimes that happens here in the US Durro. I even hear some people can get charged for perjury related to civil cases where the allegedly perjured testimony has been thrown out anyways and the civil case itself has also been dismissed.
