PROGRAM TITLE: CTX-5000 SP Explosives Detection System

PURPOSE OF ANNOUNCEMENT: In accordance with Federal Aviation Administration Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the Federal Aviation Administration (FAA) decision to contract, in an amount greater than $50,000, with a selected source via single source procedures.

FAA intends to award a single source contract to InVision Technologies, Inc., Foster City, CA. The subject contract shall
be for the acquisition and deployment of as many as 54 FAA-Certified, CTX-5000 SP, Explosives Detection Systems (EDS). The probable contract period of performance is from date of award through September 30, 1997.

The CTX-5000 SP is an FAA-certified EDS. An FAA-certified EDS is defined as a device formally tested by the FAA and proven to meet the requirements of the "Final Criteria for the Certification of Explosive Detection System," as delineated in the Federal Register on September 10, 1993. This procurement is in response to a specific mandate by the
White House Commission on Aviation Safety and Security pertaining to the deployment of existing advanced baggage screening technologies and is provided for in the FAA fiscal 1997 Facilities and Equipment (F&E) appropriation budget amendment of October 1, 1996.
