Jlallen, it is surprising to me that the Navy would be having a hard time making its recruiting quota. My dad was in the Navy in World War II, and I know that if I were going to sign up, I would choose the Navy as well. I like boats and the ocean a lot more than airplanes or hand-to-hand combat in a swamp! I wonder if the economy is causing the manpower shortage problem. It might be simpler to wait for a little recession, which I am sure will happen eventually, or boost salaries and incentives slightly to make the Navy more enticing, rather than go back to a draft.
