Harry, just to add to Brazilian story, Brazil's infrastructure business has been a disappointment for both MOT and to a lesser degree LU(since they do TDMA) after having spent ~$100M by opening mfring plants down there. PCS growth is spectacular in Brazil but the problem is that Telebras is letting its 26 subsidiaries make their own decisions about how to upgrade from AMPS to PCS and most so far have chosen TDMA. MOT lost many contracts to ERICY & NT and is now using its factory to fill orders for Argentina and Venezuela. ERICY & NT don't build infrastructure down there but are planning on it due to government incentives. ERICY makes handsets in Brazil.

The other problem that people in the industry quitely talk about is bribery! Looks like some contracts are not always awarded based on technical & economical issues. I guess American companies need to get with the program and grease the skids the old fashion way!!!
