Dan, I'm certainly glad I asked you to handle this one. You've brought back to the surface some issues I'd lost track of in memory over the years.

(The following is intended for the larger audience here, as I am sure you're already attuned to the facts below, in the link..)

Here's another account which I borrowed from the PacBell web site. As you can see, eligibility for these grades of service are contingent on having a Carrier ID Code, or CIC, or assigning the local exchange carrier a kind of power of agency, in acquiring them. Keep in mind that when reading this passage, "ITSP" can be substituted in those places where you see "Interexchange Carriers," provided other legal prerequisites are in order, as outlined in the URL below and its associated links.

These are consistent with what I've posted here in the past, I might add. These services are for bona fide carriers, resellers and aggregators who have registered with the appropriate government(s) agencies, as such, depending on the venues that they serve. Hmm...

[Note that there is some potential confusion here, where CIC can stand alternately for Carrier Identification Code, or Circuit Identification Code. The latter is often used in SS7 jargon, associated with circuit end-point addressing values.]

Switched Access Service is available to InterExchange Carriers (IECs) for their use in furnishing services to end-users. It is considered as the physical connection which allows messages to pass through the switching equipment of the End Office or Access Tandem where the control of calls, lines and trunks is exercised. Switched Access is currently used to transfer calls between service areas, or Local Access Transport Areas (LATAs). Switched Access is divided into two types of service: Premium and Non-Premium Service.

Premium Service: Pacific Bell Feature Group D (FGD)

Available in most Central Office Switches with any signaling format
Offered with all chargeable and non-chargeable options
Non-Premium Service: Pacific Bell Feature Groups A and B (FGA, FGB)
FGA is a line-side connection and is referred to as "Second Dial Tone Service"
FGB is a trunk-side connection service in the format of 950-XXXX.
Carrier Identification Codes (CICs) are required when ordering Pacific Bell FGB and FGD. If you don't currently have a CIC or Access Customer Name Abbreviation (ACNA) assigned to you by Bellcore, you must submit a letter to Pacific Bell requesting that Pacific Bell act on your behalf to obtain assignment of the CIC and/or ACNA, along with the type of service you want. You must apply for at least one CIC for each Feature Group.
