It appears you are making a good call once again:

Aziz said there was "considerable sympathy" for Pakistan in
the international community and asserted that major powers knew
that Pakistan had been forced into testing its nuclear devices
last month after India carried out five tests.
"There is sympathy because we had no choice," he said.
"We feel that in view of this, it would not be fair to
impose long lasting sanctions," he said.
The Finance Minister said he and Prime Minister Nawaz
Sharif had just completed a "very successful visit" to Gulf
states but declined to quantify what assistance had been
arranged to make up a shortfall caused by lost aid inflows.
The United States and Japan slapped immediate sanctions on
Pakistan after it said it carried out six tests. The cost of
lost aid has yet to be officially estimated.
Aziz said he did not think the United States would continue
to argue at multilateral institutions against blocking fresh
credits to Pakistan. "This would not be fair," he said.
