I have had the opportunity to observe both Gates and Grove speak both in public and in private meetings. Grove is a very effective and charismatic speaker in both settings, as you point out. Gates is shy and nervous in public and sticks to prepared material. In private, especially in small meetings where he knows all of the participants, he is a very coherent thinker with excellent and concise communication skills. He certainly has the skills and knowledge to have prepared the piece for the economist.

However, as you say, at this point in MSFT history it is very likely that the material was prepared after a comprehensive analysis of both the legal and business environment, and that each line and turn of phrase was scrutinized by both legal and PR staff. I don't know if Gates actually penned any of the material but it would be in character for him to have done the draft and reviewed the final version.
