Susan,

The trading in Jakarta is in the local currency. The rupiah has gone down from 13900 to 14500.

If something trades at x rupiah and remains unchanged; in dollar terms it has gone down.

(x/14500) is the new dollar value
(x/13900) is the old dollar value.

(x/14500) < (x/13900)

The rupiah is in a free fall. So you can expect the TLK ADRs to go down even more. Going long on Indonesia is like catching a falling knife.
