Something is not right here. Those Phase I references are very old.
Promising drugs go straight to Phase II without delay. Companies
with promising Phase I drugs don't need IPO's, they use licensing
agreements with large drug companies for territorial rights. The purpose of Phase I testing is to find toxicity. In phase I, the drug dose is increased until the toxic level is reached. I saw the web page, where they are leading investors to the offering, stating that no toxicity was found. Also the IPO maybe a new package on old data.
