Scanner Man, I think the theory there is that if it is lower in price then the mark may be tempted to cash out and buy the same number of shares in the newly touted company. Just a guess mind you, but if you are trying to keep the investors from straying to other issues, this could be one possible explanation. Since this post seems to be repeated so often, I would guess that Mr. Thought (no relation to Mr. Grammar, or Mr. Punctuation, or Mr. Reason I'm thinking) may not have written this post and may have no idea about where such a rule may have come from. So don't expect Mr. Thought to become Mr. Explanation.
