Greg, The dispensation of grace doctrine started with Jesus relating to Saul(and he changed his name to Paul about the mystery of grace hidden in Christ since before the world was created. The apostles didn't know it at Pentacost and the letters of Paul was the first written Word of God even before the Gospels.
Paul was coming out of the Kingdom covenant and revealed more of the grace message as God revealed it to him.
Many churches deny that Paul was the first to offer grace and try to put it in with the time of Jesus crucifixon and Pentacost. If as Paul tells us to correctly divide the Word of God and realize that Paul was a minister for the Gentiles, while the other apostles stayed in Jerusalem to deliver the message to other Messainic Jews.
The confusion will go away if you realize who Paul was addressing and who the other disciples of the Bible were addressing.
