Perhaps a helpful analogy is a leaking roof in a rain storm. You don't get out and redo the entire roof when it's starting to rain. You patch it up enough to get by, with the realization that the bulk of the work is still ahead of you. There has been a lot of patching done thus far, but that doesn't mean the problem has been fixed. And somebody has to fix it... K
