Perhaps. However, Nortel is a big company. Different design communities within the company use a wide array of development tools from many vendors as well as home-brewed tools. Their divisions act almost like separate companies sometimes. Bay will likely not be tightly integrated for some time.

I have no idea what Bay uses for an RTOS in its products. There may be some pressure to switch to a common RTOS for new products but that depends on many factors.
