Chuck,

Since April 14, 1998, I have suggested holding WSP. From April 14 write-up "However, at some point you have to move from buying the stock to seeing it perform. This is where we are with Winspear. Those who consider it a good speculation have already bought into the stock. It is now time to wait for performance and plan an exist strategy upon non-performance."

I have been suggesting people accumulate WSP long enough. The most recent accumulation began on Nov. 13/97 @ $0.66. It has been to $1.40 since. From my point of view, anyone interested has already bought. The story has not changed. There comes a time when one must stop buying and look for performance.

Sincerely,
Sudhir Khanna, P.Eng.
