I am not competent enough to tell you why they were getting sporadic fire assay results previously and only now are getting more consistent results. I could make guesses, but with my technical background, that is all they would be.
It is my understanding that there are many factors that go into the assaying. Grinding of the ore, different of types of fluxes and different temperatures to name a few. You say that there is a "recipe" for each type of ore. that may well be. However with hundreds of variations and not all components of the ore known, I can see why it would take awhile to achieve consistency.
