This is a very good site to understand the Telecommunications Act of 1996.

fiddle.ee.vt.edu

"Telecommunications Act of 1996: The Effect on Local and Inter-Exchange Carriers and the Role of ADSL"

"...The FCC is currently working on a plan which will oversee the entry of long distance carriers into the local markets. When a competitor desires to enter a local market they will have 135 days to reach an agreement with the local phone company. After this deadline has passed, the case is heard by state regulators whose arbitration
process will follow the guidelines of the FCC...."

and a news release today on such a ruling...

SPRINGFIELD, Ill., Nov 26 (Reuter) - The Illinois Commerce Commission said on Tuesday that it entered an order in the arbitration case between Ameritech Illinois and ATT over inter-connection of the two companies' telephone networks. The order settles 31 issues the two companies were unable to solve during more than six months of negotiations, the ICC said. They began talks on interconnecting their telecommunications networks in February. The companies are to incorporate the issues into a new contract and return it the the Commission within 15 days for final ratification, the ICC said. Inter-connection is required by the Telecommunications Act of 1996 and will allow customers to choose a local telephone carrier. The ICC said the arbitration order sets terms, conditions and interim pricing for inter-connecting the two networks.
