That's a good point. My Qwest bill also includes Universal Access charges.

The tax is not levied only on Qwest's "Business telephone service" through the internet. This service is not offered in Los Angeles, but is in their home state of Colorado - perhaps other places as well where Qwest offers ISP service. Qwest's website provides more detail on these business services.
