I believe this 2 Terabyte capacity refers to all fibers.

When the Qwest boys sold Southern Pacific to Union Pacific they reserved a right-of-way for two conduits for fiber. They proceeded to sell two fiber lines along most of the rail routes to AT&T, Sprint, and MCI.

The money they charged these firms largely paid for the work, plus and additional 50 or so fibers reserved for Qwest. Qwest can also pull additional fiber through the pipe for a relatively minimal cost. In addition, they still have rights to place the second pipe along the tracks if they find a need.

Now they buy LCI to provide a way of generating a large number of customers. These people are unstoppable.
