With the tobacco debate entering what may be the final stretch, the Senate narrowly
voted on late Tuesday to limit lawyers' fees in tobacco lawsuits, approving a sliding scale
of up to $4,000 an hour for attorneys who pioneered the anti-smoking cases. Republican
leaders have called a special meeting of their divided party in an attempt to decide once
and for all whether to try to pass the bill, kill the bill, or find some kind of parliamentary
sleight of hand to make it go away. "It may very well be gone by tomorrow," said Indiana
Republican Richard Lugar. "They may stop the train and get off."
