A joint House panel began to probe an export policy
OK'd by Clinton that may have helped improve the
accuracy of Chinese missiles. One witness, former
Pentagon official Henry Sokolski, accused Clinton of
acting with ''reckless hastiness'' by saying that China
was cooperating on arms control and then granting
waivers to top Clinton campaign donors who wanted
to trade with China.
