Just read an interesting article from Pensions and Investments (a Pension Fund trade journal). The $17 billion SC retirement system was constitutionally prohibited from investing in equities until a 1996 referendum approved investing up to 40% of the fund in equities. Since 1996 the bill bill authorizing the investments has been held up in a dispute between the House and Senate over who would control the investments. The law finally passed on the last day of the session.
