Off Topic Just read an interesting article from Pensions and Investments (a Pension Fund trade journal). The $17 billion SC retirement system was constitutionally prohibited from investing in equities until a 1996 referendum approved investing up to 40% of the fund in equities. Since 1996 the bill bill authorizing the investments has been held up in a dispute between the House and Senate over who would control the investments. The law finally passed on the last day of the session. From state Treasurer Richard Eckstom, "It was an ugly display of politics".
