IDE vs SCSI has nothing to do with the internals of the drive. PIO MODE IDE does not allow for queuing or multiple command execution. PIO IDE also is processor intensive due to its design. Only UDMA drives relieve this bottleneck. Those drives are exactly the same internally but the way it comes of the drive determines aggregate throughput for A/V.
