I think that your point is a rather obvious one and that no one is likely to argue with you. The problem with small outstanding shares is it also leads to volatility and hence a riskier investment environment. In fact that is the primary benefit of the Philipines Lottery buyout...it will greatly increase the float, and should contribute to stability.

Also remember that this stock was trading near $2 just a year ago! So a minor uptick like this is meaningless in the overall picture.

Yeah....just imagine. I wonder if they ever will?? Certainly haven't seen one in a year or more.
