I don't know about IRF in particular, but FWIW, Value Line's weekly Expanded Edition has a section called "Bargain Basement Stocks". Under that section, there is a column called "Percent Price-to Book Value". Many of the listed stocks have values of less than 100%, and seem to generally range on up to about 200 or so percent from about 30%.

As to why a stock would trade below 100%? I don't have a clue. Apparently I'm missing something too. If you get an answer to your question, I would greatly appreciate your passing it along. I'm just as baffled as you!
