Though you didn't ask me, the betting is that Sprint is going to be first telco out with a metered-use system. Their recent ION announcement appears to be metered use (it's been a while, so I don't remember whether Sprint said it would be metered use or whether the speculation was that it would be). There's some doubt whether it will be out before the year 2000; it'll take a lot of work with the Baby Bells to get them to cooperate with Sprint.
