Fair value is not quite so simply derived. Here is what S&P says: "The model calculates a stock's weekly Fair Value--the price at which a stock should trade at current market levels--based on fundamentals data such as corporate earnings and growth potential, price-to-book value, return on equity and current yield relative to the S&P 500." The stocks are ranked in five tiers: Group 5 lists the most undervalued stocks,i.e. stocks with a Fair Value significantly greater than their current price, implying more powerful price appreciation potential. A 5+ means Buy, 5 HOld; Group 4 lists stocks that are moderately undervalued, with a Fair Value modestly highter than the current price. 4+ is Hold, 4- is Sell . Minues and Pluses are the timing index which determines whether a stock's price trend is strengthening or weakening. Hope this helps.
