Looks like EPA is going to restrict sales of r-134a to certified technicians only...may level off the playing field slightly...

On June 11, 1998, EPA issued a proposed rule under section 608 of the Clean Air Act that, among other things, proposes that sales of R-134a be restricted to
certified technicians. (The cite for the rule is 63 FR 32043. Text and PDF versions of this proposed rule can be found at the Government Printing Office web site --
just go to access.gpo.gov and perform a search for the word "refrigerant." Limit your search to documents published on
06/11/98. The first document that comes up will be the proposed rule. The discussion of the proposed sales restriction is located on pages 32082 and 83 of the
Federal Register.)

If you wish to voice either support or opposition to the proposed R-134a sales restriction, you should submit a written comment to the proposed rule. Written
comments on the proposed rule must be received by August 10, 1998. Comments should be submitted in duplicate to:
