You are correct in your NASDAQ interpretation as far as you went. You can also sell on a downtick as long as your offer is 1/16 above the BID. i.e. stock is at 10 X 10 1/4, you can offer to sell at 10 1/16 or higher. Of course you'll have to do this thru an ECN like ISLD, TNTO, etc. and you may or may not get filled before the market moves away from you.
