It was a master move, even if Rubin wasn't ready to act.

Clinton may have panicked under Chinese pressure. Either way it will cause bigger problems later if the Japanese don't have real reform up their sleeve.

Really bigger problems.

And they have proven extremely resistant to real reform.

Maybe a bridge to Hawaii!!!!!
