Again, its a managed COST system not a managed Care system. The Kaiser estimate of $100 million of expenses for Viagra is ridiculously high and is designed as a PR excuse. The beancounters and beauricrats are controling health care nowadays. They even get liability protection by the legal misinterpretation of the 1974 ERISA Act. Hopefully the HMO accountability bills now circulating in Congress will get passed. The Republicans are against these accountability bills and will be vulnerable in 2000 as this becomes more of a national complaint against HMO arrogance.
