Perhaps, because the H & Q information was recognized as incorrect??? The H & Q merger with Merrill Lynch reportedly fell through due to concerns over the H & Q practice of assuring potential underwriting clients got in on hot IPOs as an incentive to use H & Q. This was denied by H & Q or perhaps they just said everyone does it and it's legal. <g>
