Bob you've done some good DD in coming up with some of Dr.Gobeli's work. If you'll notice on the patent document the patent was assigned to Plztech, Inc., Albuquerque, NM.
ADOT bought PlzTech, Inc. - and accompanying patents - in November of 1996 and is currently using this technology in their SLM/PLZT Electronic BillBoards.
