Once each nation qualifies into the final 32 teams, it is all done based on a draw. In this Cup, it was done back in December 97.
For many years the finals were 16 teams, (4 groups of 4 each), best two of each group advanced, thereafter you lose you are out.
Then I believe in Spain in 1982 it was expanded to 24 countries, and now 32 for the first time. a true WORLD CHAMPIONSHIP.
The "heads" of groups usually are determined by Host nation, and Last Cup Champion, i.e. France and Brazil, thereafter, I believe it is all done by draw.

Again, it is pre-arranged (for example), first place of group "A" plays second of group "B", etc.

I believe USA had better talent but it was wasted by a Head Trainer that is more suited for training apes, bureaucrats, bishops and politicians, not soccer stars.
