It seems to me that the BARR management made a mistake with the secondary. Why dilute the stock if the best you do with the money is buy T-Bills? Rhetorical question of course but most companies issue a secondary because they HAVE A NEED FOR THE MONEY. I feel slightly violated by this management. )Please dont respond, I am just venting(
