Tom, the Company has no say in who decides to make a market in a stock. That is strictly up to the firms that "sign in". Actually, Troster Singer is an Old Line major wholesale market maker with normally a pretty good reputation and has been relatively uninvolved in the trading of TGSK. He does make a Market as do about 28 other MM's. But is usually "off" the bid or offer. Re the fine in this case. These type of censures and fines are really quite common. The penalty in this case is small compared to a lot that are given out annually.
