Depends. USR modems will continue to support x2 even after they've been upgrade to V.90. This eases a lot of the transition pain, both on the client and the ISP sides. Either one can upgrade their x2 gear and still be backwards compatible, though it's likely that future products will only support v.90.

Some K56Flex solutions will only support V.90 once they have been upgraded, so the upgrades on the client and server side need to be done simultaneously.

It's part of the reason that 56Flex ISPs have been taking their time. Now that PCs are actually shipping with V.90 instead of 56Flex, they'll need to start moving.
