Last week a high ranking Indian military delegation was in Russia looking at a range of defense equipment, including fighter planes and air defense systems.
"More than this (nuclear deal) there is a defense agreement that will likely be signed when President Yeltsin visits later this year." Subrahmanyam said. "That should send some good signals to the rest of the world."


US foreign policy is pushing India back again into the Russian camp by its actions. How come that South Asia Desk Pundits in the State Dept did not anticipate it-Russian and Indian defense pact? It did not occur to State Dept Pundits that the Indians and the Russians gravitate towards each other under these conditions.
My view is as follows:
According to the US foreign policy, it is easier to conduct business with a dictator, for the simple reason that there is only one person to deal with. Who would want to deal with a country like India with 1 billion voices and opinions? When US refused to sell supercomputers to India for some cockamamie reason, the Indians came up with a workable PARAM computer and eventually conducted nuclear testing . There is a saying in India that one cannot stop a marriage from happening by hiding the comb from the bride or the bridegroom. Not selling the supercomputer did not stop nuclear testing by India.
Birds of the same feather flock together. Not this bird - US. USA has to pick and choose a bird (China) from a diametrically opposite political camp (one-party system) to fly with. Democracy in USA is a political instrument for local use and practice, and not necessarily an instrument of foreign policy.

Now that Indians and Russian are going to have a new defense agreement, that could be a deterrent to china's expansionist policies. Any attack on India is an attack on Russia. Does that remind you of something like what the two countries (India & USSR) had before?

It is SAD and getting SADDER - that is, Birds of the same feather are worlds apart.
