It doesn't necessarily require a re-tooling, but the first RDRAM 64/72Mb samples from Toshiba and LG were manufactured on 0.25&#181m processes and run at 800MHz. As they progess to faster speeds, they will most likely require higher end processes and there is some economic incentive to do so as they can charge more such parts.
