Everyone and their mother were waiting to sell on any news. OPEC could announce cuts of 3 million and there would be a sell-off. Once a cheater, always a cheater. And exploration is not going to pick up overnight. There will need to be a period of price stability, I think, before big bucks are committed again to new drilling.
