"At least, it long ago advised church members to give bible content little weight. "

Could you produce one document to confirm this statement?
The Word of God has always been central to the Catholic Church.
God used the Catholic and the Orthodox Church to first write and then determine the books that would make up the canon of scripture.
The complete Bible is read every threee years in the services through their cycle of readings. All of the central and essential doctrines of the Catholic Church are taken from the Bible. The recent doctrines of infallibility, Mariology, etc. are recent additions.

The Catholic Church has officially always highly esteemed the Word of God. Many of the modern leaders today and in the past have refused to follow the Word and went about preaching their own philosophy and doctrines. Despite all the changes and reductions, the words and prayers of the modern Liturgy or Catholic service is solidly anchored on the Word of God.
