Thanks Northforce - another example of governments stuffing things up! If they had had a black, fat, crippled, lesbian, woman, they'd have been thrilled to give him a licence. New Zealand's spectrum auction will be to the highest bidder, 25% of the maximum to be bid paid in advance. Further deposits can be made during bidding, but the obligation is on the bidder to get the money there in time! Foreign, local, female or pigmented, all may bid equally.
After the auction, it's cash on the barrel-head and you are in business. 10 or 15 year fully tradeable property rights being sold.
