As far as I know it is illegal to discharge Freon 12 into the atmosphere.

Anyone can get a license to handle Freon 12. A 12 oz can costs $16.99 so anyone can recharge his system. Replacing a compressor and accumulator dryer costs about $500 complete. In addition there is no direct measurement that Freon 12 destroys the ozone layer. The ban is based on a theory!! I personally believe the theory to be BS because Freon 12 is heavier than air and it is yet to be demonstrated that it can diffuse 20 mi upward to the stratosphere where the ozone layer exists.
