requiring people to be licensed to buy r-134a doesn't really help frigc as much as not give 134a a hand out... It actually removes the do-it-yourself market ... The question is where do all these people go? Chain stores that were selling r-12, and r-134a to the masses now all require licenses... maybe then that will be the catalyst to put FRIGC on the shelves... 134a loses its edge as buyable by anyone... Then it has to be bought on its merrits... It is a circular argument with no clear answer...
