Really think your analysis is right on the mark. After discussing the on-going situation in Rochester with my in-plant source, he offered up the following scenario (matching your prognosis quite nicely!):
A sale might not be imminent, but the inventory coupled with furloughs coupled with low morale, people leaving manufacturing in droves, blah-blah-blah, is CB's move to cutting and eliminating some (or all)of his losses that occurred by keeping manufacturing in-house too long. It's pretty common inside knowledge that in Rochester's case, quality control and cost factors have been CB's achilles heel the last several years. Trimming this dinosaur may be part of his streamlining plan to better market his assets. This would also explain his decision to move close friends/allies from senior manufacturing positions to corporate offices.
Either way, sale or streamlining, movement appears to be in the right direction!
