Yes and with temporarily higher prices they will make more money if they cheat and sell more than the self imposed quota which will eventually cause an additional glut, lowering the commodity prices again. They will cheat. Repeat, they will cheat. Make book on it. You won't change years of engrained behavior by wishing it so. If wishes were cadillacs then beggars would ride in style! Regards PS-Where's the news this morning? I don't feel the earth shaking yet, do you?
