For going public, becoming a fully reporting co, 504's, 505's, 144 rules,etc goto: sec.gov This site will answer many of the questions you have. The SEC also has specialist that can answer your questions. If they are busy they usually call back within 2 hrs. The person at the otc help desk should be able to answer the rest. JC
