I am just quoting the SEC rules for corporate buybacks. They also can't buy more that 25% of the avg daily volume for the past month in one day. So if avg volume is 800,000 shares, they can only buy 200,000 shares is a given day. The rules are designed to make it difficult for companies to influence the movement of their stock.
