Netsmart Technologies Awarded Contract with City of Richmond For
Behavioral Healthcare Information System

ISLIP, N.Y., June 26 /PRNewswire/ -- Netsmart Technologies Inc. (Nasdaq: NTST - news) announced today that its wholly
owned subsidiary, Creative Socio-Medics Corporation (CSM), signed a contract for $1.3 million with the City of Richmond's
(Richmond, Virginia) Human Service Agencies and the Human Services Automation Committee to incorporate CSM's
Windows(R)-based Behavioral Healthcare Information System (BIHS) and Clinician Workstation (CWS) products.

The City of Richmond's Human Service Agencies respond to the needs of local human service delivery organizations to design
and develop systems that integrate and coordinate services so that customers have access to an array of services regardless of
where they are in the system. The City's Human Services Automation Project (HSAP) initiative will put in place a computer
network and state-of-the-art applications among Richmond human services agencies on a pilot basis in the East District.

Mr. Michael Evans, Director of Social Services, commented on the project as follows: ''This contract represents an exciting
opportunity for the human service agencies in the City of Richmond to enhance our customer service. The CSM system will
